Prof. Julien Laurent Chaisse
Julien Chaisse, a professor at the City University of Hong Kong (CityU) School of Law, is an award-winning expert in international economic law, international dispute resolution, and digital law. Dr. Chaisse is a Stanford University top 2% highly cited scientist in 2023. He holds academic editorial leadership as Co-Editor-in-Chief of the Journal of World Investment & Trade and the Asia Pacific Law Review, and shares his expertise through “The Global Lawyer,” a bimonthly column in the Financial Times’ fDI Intelligence Magazine.

Julien Chaisse, a professor at the City University of Hong Kong (CityU) School of Law is an award-winning expert in international economic law, international dispute resolution, and digital law. His interdisciplinary academic work, merging legal research with insights from economics, political science, technology, and international relations, has established him as an award-winning and world-renowned expert. His areas of expertise encompass international economic law, international dispute resolution, and digital law, including subjects like internet governance, cybersecurity, data protection, and artificial intelligence regulation. He holds academic editorial leadership as Co-Editor-in-Chief of the Journal of World Investment & Trade and the Asia Pacific Law Review, and shares his expertise through “The Global Lawyer,” a bimonthly column in the Financial Times’ fDI Intelligence Magazine.

Dr. Chaisse is a Stanford University top 2% highly cited scientist in 2023. His research is recognized in the legal field, being cited by international courts and tribunals in the US and Europe. His contributions extend to shaping policy development, particularly in the area of data free flow, evidenced by his involvement in white papers (“Paths towards Free and Trusted Data Flows” and “Overcoming Barriers to Cross-Border Data Flows”) and recognition by entities such as the G7 Digital and Tech Ministers. His achievements include receiving the CUHK Vice-Chancellor’s Young Researcher Award in 2018, the Smit-Lowenfeld Prize in 2020, the Humanities and Social Sciences Prestigious Fellowship in 2022, and the CityU Outstanding Research Award in 2023

Dr. Chaisse is currently engaged in three major research projects, supported by competitive grants. The Hong Kong General Research Fund backs his study on the WTO’s dispute initiation determinants. A project on domestic national security regulation and foreign investment is funded jointly by the Hong Kong Research Grants Council and the German Academic Exchange Service. Additionally, the Humanities and Social Sciences Prestigious Fellowship Scheme sponsors his research on designing better digital tax rules.

Alongside his academic pursuits, Dr. Chaisse is engaged in a range of professional roles. He holds the position of Chair at the Asia-Pacific FDI Network (APFN) and serves on the Steering Committee of the Academic Forum on Investor-State Dispute Settlement (AF-ISDS). As a senior arbitrator, he is listed on the panels of major arbitration institutions and has been selected for the appointment of arbitrators in bilateral disputes under the EU’s trade agreements. His advisory work involves assisting international organizations and governments in the drafting of trade and investment treaties and legislation, impacting more than 20 jurisdictions. Furthermore, Dr. Chaisse is an active contributor to various advisory boards, including the Financial Times’ fDi Intelligence, World Arbitration Update (WAU), Academy of International Dispute Resolution & Professional Negotiation (AIDRN), National Institute of Malaysian and International Studies (IKMAS), Asian Academy of International Law (AAIL), World Free Zone Convention (WFZC), and WU Global Trade and Tax Advisory Group (WU GTPC).

Before joining CityU in 2019, Dr. Chaisse had a decade-long tenure at the Faculty of Law, Chinese University of Hong Kong. His earlier roles include positions at the World Trade Institute, Sciences Po Aix, and the French Embassy in India. His rich academic journey is further enriched by visiting fellowships and professorships at institutions like Columbia University, Melbourne University, Paris 1 University (Panthéon-Sorbonne), Sydney University, and Tokyo University, reflecting a career marked by diverse experiences and a global perspective.
